
One of the main conclusions
of the III Police International Congress, celebrated in Valencia between the 20
and 21, is that civic problems that lurk in every town – such as alcohol
drinking on the streets, prostitution or noise pollution – must be tackled with
transversal measures and require citizen awareness and a bigger legal support.
The general conclusions
presented by Miquel Domínguez, responsible of citizen security, which will be
the foundation to establish a municipal Standard, state that it is the mission
of c authorities, the university, schools and parents to deal with
all these problems.
It is also stated that ‘local
police forces are an essential resource, but not the only one’, and it is the
education measures and citizen awareness what may be the solution’.
Being aware that erradication of these problems is almost impossible, and that their regulation
is difficult, politicians and responsibles of police forces propose innovative
actions, such as the demand to car manufacturing companies in relation to the
gas escaping pipes or the substitution of the fines imposed on the youth that
consume alcohol on the streets for social working tasks. The participants bet on
the boosting of good habits within the family, school and university
environments.
Policemen have expressed
their complaint about the fact that they are normally left completely alone to
face such problems. An increase of means and competence of local authorities is
demanded in order to be able to act (to have a bigger punishing capacity). About
prostitution the three possible models were analyzed: Prohibition, abolishment
and regulative. However, for now, legalization of prostitution is not being
considered.
The local
authorities will approve a standard about activities on the public streets.
