Noise
pollution is considered to be nowadays one of the major environmental problems,
for only it provokes a deterioration in our surroundings but it is also,
moreover, the cause of physical and psychological disorders in people subdued to
certain levels of noise. In
the E.U. Green Paper on Future Anti-Noise Policies it is acknowledged that about
20% of the inhabitants of the Union - approximately 80 million people –are
exposed to noise levels which health experts consider unacceptable
and other 170 million citizens live in areas where noise causes important
health problems.
Spanish
legislation transfers surveillance and prevention powers concerning noise to the
Local Councils. Thus, it is these authorities who must adopt the necessary
measures in order to guarantee the citizens the necessary environmental
quality. That is to say:

The
establishment of quantifiable environmental objectives.
·
The adoption
of the necessary corrective measures to obtain the aforementioned objectives.
·
The
definition of the necessary surveillance and control systems in order to know
the degree of fulfilment.
·
In short, the
adoption of an Environmental Management System which ensures the quality
of the urban environment in relation to noise.
